An assembled building is a building assembled on a construction site with prefabricated parts.The development of prefabricated buildings will help improve project quality and safety, reduce resource and energy consumption, reduce dust and noise pollution and construction waste, and shorten the construction period to improve efficiency.In 2021, the newly started prefabricated construction area across the country reached 740 million square meters, an increase of 18% over 2020, accounting for 24.5% of the newly built construction area.

In terms of policy guidance, the "Experience List" lists the experience of various places in land security, financial incentives and financial support, area incentives and early pre-sales, and guiding high-standard construction.Hefei, Anhui, has given awards and subsidies to prefabricated affordable housing (including farmhouses) invested in counties and districts, and 206 million yuan of awards and subsidies have been issued since 2021; Shenzhen, Guangdong, has clearly included the incremental cost of prefabricated government investment projects in the construction cost of the project, which solves the problem of the basis for the investment accounting of construction units.

In terms of industrial development, various places have rationally laid out production bases, built industrial clusters, expanded application fields, and supported enterprises to “go global”.Among them, Shandong has initially formed three relatively concentrated prefabricated construction industry agglomeration areas in the provincial capitals, Jiaodong and Lunan, cultivating 34 national-level production bases and 121 provincial-level production bases; Chengdu, Sichuan, has actively promoted prefabricated components in municipal projects such as urban integrated pipe corridors, and more than 20 interworking overpasses in urban areas and comprehensive pipe corridor projects with an investment of 8 billion yuan are all assembled.

The "Experience List" also shares the experience of various places in enhancing the professional capabilities of prefabricated construction, including cultivating industrial workers, building an exchange and learning platform for industrial workers, and promoting the transformation of migrant workers to industrial workers; building a comprehensive training base, according to the skills needs of key types of prefabricated construction and the direction of technological development, building a comprehensive training base, and carrying out training for operators in key positions.Shandong has created 18 provincial-level prefabricated construction experience education bases to promote school-enterprise cooperation in the construction of prefabricated construction training bases; Fujian supports 9 backbone enterprises to set up prefabricated construction worker training bases, accumulatively training more than 5,500 industrial workers.

The relevant person in charge of the Standards and Quotas Department of the Ministry of Housing and Urban-Rural Development introduced that next, the development of prefabricated buildings should adhere to standard guidance and promote standardized design and production; continue to strengthen the supervision and management of the quality of prefabricated buildings; actively promote the architect's responsibility system and strengthen consulting services for the whole process of engineering projects; vigorously promote the general contracting system of the project, give full play to the comprehensive advantages of prefabricated construction methods, and promote the sustainable, healthy and high-quality development of prefabricated buildings.
