Recently, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development and other four departments jointly issued the "Carbon Peak Implementation Plan for the Building Materials Industry" (hereinafter referred to as the "Implementation Plan"). In order to better understand and implement the "Implementation Plan", the contents of the "Implementation Plan" are now interpreted as follows.

1. What is the background of the "Implementation Plan"?

Recently, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on the Complete, Accurate and Comprehensive Implementation of the new development Concept to Do a Good Job in Carbon Peaking and Carbon Neutrality", and the State Council issued the "Carbon Peaking Action Plan before 2030" to make an overall deployment of carbon peaking and carbon neutrality.

The building materials industry is an important basic industry of the national economy and an important support for improving living conditions, managing the ecological environment and developing a circular economy.My country is the world's largest producer and consumer of building materials, and the output of major building materials products such as cement and flat glass ranks first in the world.Due to the large scale of the industry and the characteristics of the kiln technology, the building materials industry is also a key area of industrial energy consumption and carbon emissions, and it is one of the industries with the most important carbon reduction tasks in our country.Achieving the carbon peak in the building materials industry is essential for the industry and even the whole society to achieve the carbon peak goal on schedule.

In order to deeply implement the decision-making and deployment of the Party Central Committee and the State Council on carbon peaking and carbon neutrality, as well as the work requirements of the “Carbon Peaking Implementation Plan for the Industrial Field”, the Ministry of Industry and Information Technology, together with relevant departments, has researched and formulated the "Implementation Plan" as an important component of the national Carbon Peaking "1+N" policy system, guiding the industry to carry out carbon peaking work in a scientific and orderly manner.

2. What is the main content of the "Implementation Plan"?

The content of the “Implementation Plan” includes "3 parts, 5 tasks, and 4 measures".

The three parts refer to the “Implementation Plan”, which consists of three parts: "Overall requirements, key tasks and safeguards".

The five tasks refer to the five key tasks proposed in the “Implementation Plan”: "Strengthening total control, promoting raw material substitution, converting energy-use structures, accelerating technological innovation, and promoting green manufacturing".

The four measures refer to the four safeguards proposed in the “Implementation Plan” to "strengthen overall coordination, increase policy support, improve the standard measurement system, and create a good environment".
